Drug Paraphernalia Arrest:  On October 22, 2017 at 2:12 p.m., Ptl. Vincent LaManno responded to Irving Street to investigate a report of a suspicious vehicle that had alcohol containers and drug paraphernalia inside.  Upon his arrival, he located a vehicle that was stuck in a muddy area.  The individual who had called the police to the scene stated that he had located alcohol and a pipe commonly used to ingest marijuana.  A check of the vehicle’s registration identified the registered owner.  Officers responded to the home and spoke with the owner who admitted to ownership of the marijuana pipe.  Caleb C. Philippi, 19 years old from Lincoln Park, was arrested, transported to headquarters and processed.  Mr. Philippi was charged with possession of drug paraphernalia and released on his own recognizance.  He has a pending court appearance. 

Warrant and Drug Paraphernalia Arrests:  On October 23, 2017 at 10:41 a.m., Ptl. Jack Lyon performed a random registration check on a vehicle traveling on Route 23 South.  The MVC system indicated that the driving privilege for the registered owner was suspended and that there were also active arrest warrants.  Ptl. Lyon stopped the car and made contact with the occupants.  After a brief investigation, it was learned that the two men were brothers and were both subjects of arrest warrants.  Subsequently, several empty glassine envelopes were located, as well as two hypodermic syringes.  John P. Payne, 33 years old from Oak Ridge, was arrested, transported to headquarters and processed.  He was charged with possession of drug paraphernalia and possession of hypodermic syringes.  He was released on his own recognizance and has a pending court appearance.  James M. Payne, 36 years old from Oak Ridge, was also arrested on an outstanding warrant.  He was charged with driving while suspended and released on his own recognizance.
