On May22, 2018 at 10:32 p.m., officers responded to Ryan Lane for a welfare check of a driver that was stopped on the roadway. Upon Ptl. Christopher McIvor’s arrival, he met with the chief of the Pequannock First Aid Squad. The chief informed him that he was following the car in question on Alexander Ave. and noticed that the vehicle was being operated without its headlights illuminated. Chief Lyons was able to get the operator, later identified as Holly Kelly-Mattis, 48 years of age from Clifton, N.J., to pull onto Ryan Lane in order to inform her that her headlights were off and to check on her status. He explained to officers that she “seemed off,” so he contacted the police. Ptl. McIvor contacted Ms. Kelly-Mattis and after a brief conversation conducted several field sobriety tests. Ms. Kelly-Mattis was subsequently placed under arrest. She was transported back to police headquarters and was processed. Ms. Kelly-Mattis was charged with driving while intoxicated and careless driving. Ms. Kelly-Mattis was released to a third party pending an appearance in the Pequannock Municipal Court.
