CDS Arrest: On August 26, 2018 at 4:33 p.m., Ptl. Cesar Hurtado was monitoring traffic on Route 23 South. At that time he observed a green Dodge traveling south with a reported equipment violation. Ptl. Hurtado pulled behind the vehicle in question and observed the passenger, later identified as Samuel Bilto, 21 years old of Woodland Park, N.J., discard a cigarette out of the passenger side widow. Ptl. Hurtado conducted a traffic stop and made contact with the driver, later identified as Nichol Hintikka, 20 years old of Woodland Park, N.J. Ptl. Hurtado noted that he immediately detected a strong odor of marijuana emanating from the car. A search was conducted which yielded under 50 grams of suspected marijuana. During his conversation with officers, Mr. Bilto admitted to being in possession of a controlled dangerous substance and turned over several suspected Xanax pills to them. Both Mr. Bilto and Ms. Hintikka were placed under arrest and transported to Pequannock Police Headquarters for processing. Mr. Bilto was charged with possession of a scheduled I controlled dangerous substance, possession of under 50 grams of marijuana, possession of drug paraphernalia, and littering from a motor vehicle. He was released with a scheduled court date at the Morris County Superior Court. Ms. Hintikka was charged with possession of under 50 grams of marijuana and having an obstructed view. She was released with a scheduled court date at the Pequannock Municipal Court.
