Drug Paraphernalia and Theft Arrests: On January2, 2019 at 11:17 a.m., Ptl. Matthew Halligan was observing traffic from a parking lot on Route 23 North. At that time he observed a green GMC Sierra travelling northbound with the passenger improperly seat-belted. Ptl. Halligan pulled out from his location and conducted a traffic stop. He made contact with the driver and passenger who were later identified as Patrick Zeitler, 53 years old of Spring Valley, N.Y., and Jessica Harty, 31 years old of Pompton Lakes, N.J. During his conversation with the occupants, Ptl. Halligan made several observations that lead him to believe that they may have been in possession of a controlled dangerous substance. Ptl. Halligan removed Ms. Harty from the car and observed suspected drug paraphernalia in plain view. A subsequent search of the vehicle lead to the discovery of additional suspected drug paraphernalia and several driver’s licenses and credit card that did not belong to either party. Ms. Harty and Mr. Zeitler were placed under arrest and transported to Pequannock Police Headquarters for processing. Ms. Harty was charged with possession of hypodermic syringe needles, possession of drug paraphernalia, and failure to wear a seatbelt. Mr. Zeitler was charged with theft of mislaid or lost property, driving while suspended, failure to exhibit registration, failure to exhibit a driver’s license, and failure to exhibit insurance. They were both released with a scheduled court date at the Pequannock Township Municipal Court.
