CDS Arrests: On January 16, 2019 at 5:22 p.m., Ptl. Cesar Hurtado was patrolling Route 23 South. At that time, he observed a 1998 white Chevy Malibu pass him in the left lane. Ptl. Hurtado ran a check of the plate and found that the registered owner’s driving privileges were suspended. He conducted a traffic stop on the suspect vehicle and contacted the driver/registered owner, identified as Robert Barrale-Decker, 24 years old of Sussex, N.J. During his conversation with Mr. Decker, Ptl. Hurtado obtained information that led him to believe that Mr. Barrale-Decker may be in possession of a controlled dangerous substance. Mr. Berrale-Decker was removed from the vehicle and it was searched with his consent. During the search, several items of drug paraphernalia were discovered. Additionally, four glassine folds of suspected heroin and one hypodermic syringe were located in the vehicle. Mr. Barrale-Decker was subsequently placed under arrest and was transported to the Pequannock Police Department for processing. He was charged with possession of a controlled dangerous substance, possession of drug paraphernalia, possession of a hypodermic syringe, and driving while suspended. Mr. Barrale-Decker was released with a scheduled appearance at the Morris County Superior Court.
