CDS Arrest: On January 24, 2015 at 11:23 p.m., Ptl. Matthew Halligan observed a vehicle failing to keep right on Route 23. Ptl. Halligan stopped the car and made contact with driver and passenger. During their conversation, the officer smelled what he suspected to be raw marijuana emanating from the interior of the vehicle. After a brief investigation, the passenger was found to be in possession of a small amount of suspected marijuana. Timothy E. Downey, 24 years old from Brooklyn, NY, was arrested transported to headquarters and processed. Mr. Downey was charged with possession of under 50 grams of marijuana. He was released and has a pending court appearance. The operator of the vehicle was issued a motor vehicle summons for failure to keep right.
