CDS Arrests: On August 19, 2017 at 3:07 p.m., Ptl. Jack Lyon was monitoring traffic on Route 287 when he identified a vehicle with an expired registration. Ptl. Lyon stopped the car and made contact with the occupants. After a brief investigation, the passenger of the vehicle was found to be in possession of a piece of drug paraphernalia. A search of the vehicle located nine glassine envelopes containing suspected heroin along with additional paraphernalia. Both individuals were arrested at the scene. Tara M. Solley, 35 years old from Sussex, was charged with possession of drug paraphernalia. Joseph R. Shay, 34 years old from Sussex was charged with possession of heroin, possession of drug paraphernalia and driving a vehicle with an expired registration. Both parties were released on their own recognizance and have pending court appearances.
