CDS Arrests: On April 23, 2019 at 11:03 a.m., Ptl. Michael Kimak was monitoring traffic at the intersection of Route 23 and Boulevard. At that time, he observed a 2012 Cadillac CTS travel through a red traffic signal. Ptl. Kimak conducted a traffic stop on the suspect vehicle and contacted the operator, later identified as Joseph Penna, 31 years old of Riverdale, N.J. During his conversation with Mr. Penna, Ptl. Kimak made observations that led him to believe that Mr. Penna may be in possession of a controlled dangerous substance. Mr. Penna was removed from his vehicle and a search was conducted. During the search, Ptl. Kimak located suspected marijuana, drug paraphernalia and several bottles containing suspected anabolic steroids. Mr. Penna was subsequently placed under arrest and was transported to the Pequannock Police Department for processing. He was charged with Possession of a Controlled Dangerous Substance, Possession of Under 50 Grams of Marijuana, Possession of Drug Paraphernalia, Failure to Observe a Traffic Signal and Failure to Exhibit a Valid Insurance Card. He was released with a scheduled appearance at the Morris County Superior Court.
